do i need to make change in that ini file?

i have read something about change that ini file in -my games/skyrim- to make some mods run with the official high res pack, becuase of something with loose files or some other isue ( i am not a computer wizard so i didt really understood it when i read something about somewhere)

i use this http://skyrim.nexusmods.com/mods/607 i use the skyrim hdv1.5 full- dungeons, landscape, misch, towns, i use lots of other mod but those are amor weap and skill change mod and so on, and i thinking about use other graphic mods likes changes to trees grass perharps

do i have to make that change ini ?( if could someone tell how to do it and what the change actually should be)
