Really Weird Graphics Glitch Can't find it anywhere else online

Hello, I've got a weird graphical glitch that just seems to not go away.

Every single bar in the game goes past it's limit or its frame. Also when I pause the game the level bar is already completely full even though It's a brand new character. You can take a look at screen shots I've posted.

There were also these weird face glitches, but they seem to have gone away after the last re-install:

Here is what I've tried and nothing has worked:

I've completely deleted the skyrim folder in the steam directory and reinstalled it through steam, made a new character and the problem persists. There are no mods activated, which at first i believed to be the source of this problem.

No this is something very strange, I'm even starting to think it might be my computer. I've verified the games cache files several times and no hope.

I've done almost everything you can think of to try and fix this.

However if anybody could help me out and give me some advice as to what to do in order to fix this, it would be greatly appreciated.

Do you, by chance, have an Ati video card and are using the 12.7 beta drivers? They're usually the cause of the bars and compass freaking out.

The common solution is to change iShadowMapResolution in SkyrimPrefs.ini to something else if it is set to 4096, i.e. halve (2048) or double (8192) it. Preferably half unless you have a high-end card. You can try setting other numbers as well (like say...3072), but in my experience this'll cause odd things to happen.

On the other hand, the drivers only address 7-series cards, and apparently have a positive effect on framerates for 6-series cards as well. If you have something older, then there's absolutely no downside to downgrading to 12.6 until 12.7 reaches maturity/official release, and you might even see a minor performance boost.

I had the same issue with the compass, but I don't have 12.7 beta installed I have the 12.6 installed. Also my compass only shows up like that when I'm outside, not when I'm inside like a cave or a building. I did fix it by changing the iShadowMapResolution to 2048. I don't Know why the compass did it for me when I don't the 12.7 beta installed.
