FONV save crashes and mix skin textures

I recently bought Fallout New Vegas Ultimate Edition from steam. After install and played the game, I discovered a problem shortly after. Whenever I quit the game, shut down my PC, come back later to turn it on, and start up Fallout. It freezes at the load screen with the roulette table still spinning. I gave it 5 minutes at that screen and after waiting for it to load it was obvious it was not going to do so.

 

After installing this game and uninstalled this game 5 times it decided to work out of the blue. I do not know what I did different but I know I didn't do much during the install. After I completed my vanilla play through I decided to do a mod play through. Well during the install of some mods I messed up and had to uninstall Fallout. BIGGEST MISTAKE!

 

I now have the problem with saves not loading and during my short gameplay I found people with mix match textures.

 

If anyone can help me fix these more so the load saves issues I would be so thankful.

 

tl;dr: My saves corrupt after I turn off pc and turn it on, and certain npcs have mix match textures.
