Is there any way to make Sun Damage Spells work like in Dawnguard?

Hello.
Is there any mod or tweak that makes Sun Damage spells deal damage like in Dawnguard instead of making NPCs take damage from being under the sun?

 

Or atleast make Sun Damage work indoors/at night?
