Skyrim Special Edition won't run with Plugins.txt present

Hey guys, I've been playing SSE lately, and I had a pretty decent game running. I only suffered from one crash in about four hours. However I came back to the game a couple days later and it simply wouldn't start. After hours of troubleshooting, I found it is the Plugins.txt inside the Appdata file. The game will launch when this is removed, but whenever it reloads from a mod manager the game doesn't start. If I run the Script Extender the cursor will buffer for a second then stop like nothing happened. If I use the original launcher, it will open up the launcher dashboard, when I hit play the buffer will start again, and it'll open up the dashboard again. It does it as a never ending cycle. I am not sure what changed in those couple of days when I didn't play. I have verified the game cache, updated all drivers, even made sure my Visual c++ was okay, as some users reported that being a problem. I have done a fresh install with the mods and nothing has worked. All mods are specifically for Special Edition, I didn't use any mods from the LE nexus. I have tried Vortex, NMM, and MO2. All come with the same results. Does anyone have any ideas? And yes I have gone through my load order trying to deactivate mods just to see if that helps, if a single plugin is loaded, the game doesn't start. Thank you to anyone who can help, I hope it is a simple answer and that I am being dumb lol
