OminousVoice
There are a couple of things you need to do: First you need to add your new colorform to the 'HairColorList'. This is found in Miscellaneous>Formlist>HairColorList. With the 'HairColorList' dialogue box open, simply drag your colorform onto the list. Now that your colorform is on the 'HairColorList', you need to add it to each race you want it available on.To do this first you need to open up the race template, for example, Nord (Character>Race>Nord). On the Face Data tab right click on the 'Available Hair Colors' list and click 'New'. A list of colorforms will pop up (the same list as 'HairColorList') Your colorform should be on that list. Highlight it and click ok. Now Nords can use your new hair color. You will have to repeat this for both genders on each race you want your colorform on.

I feel slow because this forum is so old and this may be a silly seeming question, but where is the miscellaneous tab to begin with?

UlithiumDragon
While I found this out on my own, I'm more interested in how the game would react when more than one mod edits this formlist. Generally they aren't smart enough to merge the changes, so if my mod adds a hair and a different mod below my mod in the load order adds a hair, would me hair get removed...?
