Cannot Change Mod Rules

Hi all!

I needed some help because the weirdest thing is happening. Doing a fresh install, all new mod order. I come across my first conflict and it will not give me the option to change the mod rules! Click the lightning bolt, nothing. Right click and try there, get the screen attached.

Any idea how to fix?

 

*Edit* Opened my big mouth before I did a PC restart. Its cool to delete this thread (unless I can some way)
