Great point. but exactly who are those wrong kind of people.

Whether from a historical perspective, or from a lore friendly one who would have been running control Rackets in those Eras. i know that Yakuza were in existence at that time (i think), but thats not the model i would say works best.

So Organized Crime in the middle ages (at least england) Did in fact include extortion, and was based off of the nobility//crooked Government officials.

This would be the style of extortion related to medieval settings. of course anything can be adapted for a game like oblivion, lol (within the limits of the modders skill and the CS)

Thats Very True Kier, a good point.

What im trying to say is that the Gameplay mechanics to make the mod are there. but its not worth making (imo) if you can't attach it to lore. do you have any ideas on the concept?

 

also a mod like this would kick butt for ills Elsweyr mod. (just a thought)

Well, there exist certain gangs that contol criminal elements. Some are foreign, like the Renrija Krin, a group of Khajiit skooma smugglers and rebels; and soem are local, like the Orum Gang, a group of Orcish thugs. Many are composed of minoirty groups denied fair work by the Imperials, who frankly are a bunch of specist and racist jerks.

after looking some of those up the Renrija krin + city takeover concept seems feasible in leyawin (or definately in elsweyr).

according to the uesp wiki (i know you probably know this) these are their 'rules' (ie: 5 tenants, Khajiit edition)

but they seem more like a rebelist//insurgent group than a mob. it could be cored around the PC creating a new wing of the Renrija Krin that is to 'fund their liberation efforts in the niben bay region'.

's an idea, but personally I'd advise leaving the Renrijja Krin aside, as they're a Khajiit only group, and utterly unlikely to accept non-Khajjot, which the P.C. may very well be. Better to just make up a new gang; Sithis knows criminal gangs seem a part of Cyrodilic life.
