Make sure you're getting the right Creation Kit for the right game, as the tutorial covers both. Once you have it set up, look here for info on how to create a custom NPC.

And once you've got your actor made, follow this to make them a functional follower. Make sure to address the relationship, add the correct factions and the correct ranks to the factions, and that they have a follower-ready voice type.

When you have your follower created and ready to follow, take a look here

for a list of followers in the vanilla game. You should be able to click each individually and see their skills, whether they have any spells, etc. If you see one you want your follower to emulate, open them up in the creation kit and change your follower's stats, class, combat style, spell and perk list, to match theirs. It's a good idea to give them a bit of extra magicka in the offset block of the stats, so they can cast spells. Also, open up various encounter NPCs, like warlocks and such, and look at their spell and perk lists. Some NPCs have perks to give them more bang for the buck, so to speak, and you should be able to copy that into yours.

It always seems to turn into a trial and error thing, for me, even when I've directly copied a vanilla actor. Same stats, same spells, they cast, mine doesn't. Then I have to go in and tweak, test, tweak, test, etc., until I have it the way I want, so don't get discouraged if it doesn't work, straightaway. Hope it helps.

Also a good idea to keep that uesp website handy. You can find just about anything, about Skyrim, in those pages.
