Water activator in an interior cell issue

When I use a water activator in an interior cell I get this issue where my character is going underwater even though the water activator is contained within a small area of a room. I can't seem to pinpoint where it starts but it doesn't seem that I need to be directly underneath it for it to happen. I've tried using collision planes but I haven't used a collision cube yet. Does anyone have any ideas?

Appreciate the input. I have shrunken it down to fit in the area it's contained in. I see the red/green edge outline when I select it so I'm assuming it's not going outside of those lines. I'm guessing it has something to do with having an infinite/unobstructed bottom.
