Extreme Lag after combat, indoors or in certain areas

My setup is a GTX 1070, i5 8400 with 16gb DDR4. And I've ran modded skyrim before without this much lag but for some reason this modlist/playthrough is really laggy to me. After attempting to play for a bit, I've found that where I'm lagging

  • During a big fight (6+ people) - can hit around 20-30 fps
  • Looking at certain structures (College of Winterhold from winterhold, Dragonsreach from the market, have yet to find more)
  • After a big fight and near the corpses - 20-35 fps
  • Randomly will lose about 20 frames and then go back up after 15 seconds
  • Indoors, depends on the lighting, taverns with a fireplace I can go down to 20 fps. Specifically the room where you fight Lord Harkon with all the lights coming in from the window
  • Caves and dungeons generally I can look to lose about 20-30 frames

This is all I can think of right now with specifics, but it's definitely not just in these situations and I can probably find more if I played more.

To note, I can get 60fps no problem in the open world usually. I also run skyrim on an SSD, but all my mods from mod organizer 2 are on my HDD.

I've tried

  • ENBoost
  • Skyrim optimization project
  • Starting a new save
  • Turning off ENB (By unchecking the use effect in the menu, sometimes helps gain back 10-15 fps but isn't the biggest factor in the frame loss)
  • Adding "iFPSClamp=30" to general section the Skyrimprefs.ini then also trying "iFPSClamp=60"
  • Setting enblocal.ini "ReservedMemorySizeMb=512" and then trying "ReservedMemorySizeMb=128"

These are the most common methods I've tried, but none have worked or made a huge difference.

Here is my mod list

I seem to have found the culprit if anyone is wondering. My feminine running and dash animations had extra skeletons in there to support bbp. Removing them for some reason fixed everything. Just read through the posts about it, seems some have the same issue.
