A Mod is Preventing "Institutionalized" From Triggering...

So far the only way I've solved the problem is by disabling every damn mod, but of course that causes its own problems, and I'd like to figure out the actual cause, because Institutionalized not triggering is actually borderline game breaking (and I can't get it to trigger with console commands, either).

I know for sure that

-Scrap Everything

-Immersive Fast Travel

-Creation Club Content

Are not the culprits, as I've tried disabling those on their own (SE I have to disable at start-of game as it causes issues with Vault 111... for some reason, so I thought it might be causing issues as well, but apparently not; CC can cause issues with Codsworth's mini quest in Sanctuary so I thought maybe they were causing it, but no; IFT edits some stuff in the Institute so logical reasoning suggests it was the culprit... nope).

Honestly knowing my luck it's gonna be something dumb like the damn dog beds or something lol

The weird part is that, while the quest doesn't "officially" trigger (the previous quest ends, and then nothing happens, there are no quest markers, yadda yadda) it still moves on like normal... go on the elevator, get emotionally gut-punched by my son, get told to give the Institute a chance... except that once I've talked to the Institute Division heads I can't do anything else, Father just sits there like I've only just left, fast travel is 100% disabled (even in non-survival) and if I use the coc command to get out of the Institute, I still can't fast travel (hence the "borderline" game breaking), which is... a pain.

Sorry it took so long to get back to this, been a bit busy and had to run through the game again to get to this point lol

Network scan holotape is the first thing I do regardless of who I teleport with, so I know that's not the problem :)

 

Anyways, something's changed since when I did it last (I did add some new mods and reordered some stuff, idk). It's about the same, the quest doesn't officially trigger, but now it seems to be working silently in the background at least, and the next quest triggers once I finish the invisible Institutionalized quest. So at least I can progress now, hahaha.
