Arrows aren't shooting from my bow properly, Also microstutters...

I'm getting fed up with this game.

 

I have spent around 600$ on my computer with 8 GB of RAM

a 64 bit system

a solid state drive

a 4 cores 3.4 GHZ Black edition Phenom processor AND an 100$ ATI 5770 Graphics card.

 

The game plays good except I'm getting the 64hz micro studders (I dont know why)

 

and I keep getting this problem where arrows are acting unreliable.

 

Sometimes I will shoot and nothing happens, it's like the actual game is lagging

the arrow comes out about 5 seconds later

 

Or if I spam the arrows a bunch will come out around 5 seconds later.

 

I've tried every mod that is supposed to fix this game.

 

I tried the FPS limiter mod here on Skyrim Nexus. the d3d9.dll one with the antilag config.

 

I tried the MSI afterburner FPS limiter.

 

I tried the simple borderless window mod.

 

I tried changing Xbox controler and vibration off.

 

I tried changing my FOV, I tried changing my audio output to 44.1 hz

 

I tried diable or enable Vsynch. through skyrim.ini

 

None of these solutions are working. the game is still running like crap.

 

My game version is current 1.7 and I don't have Dawnguard installed yet.

 

Since I am 90 ranged and my character is a ranged primarily character. This "bug" is game breaking......

 

I did a ton of google searches for this problem and I found about 3-4 different threads on different forums and guess what.

Nobody else was able to come up with a solution.

 

I just want to know whats wrong with the game.

Does bethesda not know how to code the game properly?

 

Does anyone know whats causing the arrows to lag out of my bow and causing the micro studders

P.S my system is 100% fresh, I just re-installed Windows x64 bit last night on a clean copy and updated my .NET frameworks and Visual runtimes.
