Main menu replacer w/ smoke. need help

Okay, so I decided I want to make a main menu replacer mod.

I want the background to be a picture, but I also want the smoke to remain animating in front of it.

Is there a way to make that happen?

 

I've never modded beyond replacing some audio in oblivion, so any help is appreciated.
