ZephyrFive
I searched "Custom Bandits", "Custom NPCs", and "Custom Raiders" on the FNV Nexus and turned up straight up zilch. I searched "Custom" and got three pages and two interesting, but irrelevant mods. I may be underestimating the difficulty of a mod like those, but perhaps something that would allow you to customize Raider, Khan, Fiend, Powder Ganger, Merc, Caravaner, Townfolk, Gambler, etc (Nearly every archetype, save for creatures, Legion, NCR, Boomers, Kings, and others with a significant signature look) setups by using mods installed before it. In example, If one has Ling's Coiffure, Shojo Race Vegas, Black Mountain Thug Armor, and the Mateba Revolver mod (I use all of these); they could customize Powder Gangers and Fiends to cause the Courier to encounter anime hair-styled children in jeans and a jacket, wielding Mateba Revolvers in Primm. I think one could simplify this by setting gender biases, hair sets, and weapon packs per template. You notice there's no female Powder Gangers? Does this bug you? Why shouldn't we be able to change this? Maybe you have a stand-alone armor mod that would look great on the Khans, but it's not part of their vanilla packs? I grant it'll be a hard mod that could be simplified. And, like I said, I may be underestimating this.
nivea
That is indeed a lot of work, but the female Powder Gangers is pretty simple. You can not house different genders in the same prison, thats just asking for trouble lol. Would prolly be best to make either all Powder Gangers female or make a brand new prison some place else. I mean if you want realism that is, thats never a requirement lol.
ZephyrFive
You'd notice I wasn't exactly looking for realism.
