Where is Sondheim? Also, the Forsworn never directly say Ulfric. They say the Nords. At least, half of those Nords support the Empire.

That would be Windhelm... The stupid auto correct on this phone got it under my proof-reading radar...

And yes, there is the possibility the entire civilian-execution thin was on the hands the Markarth Birds rather than Ulfric. However, the Bear of Markarth, along with the sequence of events as portrayed by the Jarl of Markarth, make that unlikely. The Bear of Markarth explicitly says Ulfric slaughtered civilians, though it's got a good deal of propiganda so shouldn't be considers on its own. The Jarl indicates that Ulfric toombthe city, then demand Talks he reinstated before handing it over. This agrees with the sequence of events in the Bear, and we don't really have anything to dispute it.

Anyway, it is unlikely that Ulfric has shown a swift ruthlessness to his approach, as seen with Torygg, Whiterun and Solitude, so it's unlikely he would have simply left thousands of prisoners in chains while others discussed his terms. Even if he did, Markarth had been captured by the Reachmen and its ruler was in exile. Holding the city would have required Ulfric to keep his army in Markarth for some time afterwards, while the cities own forces rebuilt and regrouped. At best, he would have been complicit in the execution of civilians, at worst he would have sanctions it himself.
