I know when Betheseda named it Hei Gui they where probably thinking Black Ghost or Black Phantom, but in reality (I hope I don't offend any African American/Canadian/Other countries) Hei Gui is how Chinese say black person (the offensive way), at least in our world's continuouity. Maybe in Fallout world it's different, I still wish Betheseda choose a different name though. Again, I apologize if the language offend anyone, but I was just pointing out a fact. Not like you invented or endorsed this terminology, after all. Obviously, Bethesda goofed (Shock! Horror!). We see here the perils of relying on literal translation via things like dictionaries or Babelfish. Yo explain this in-lore, one plausible explanation is that this is NOT the actual name of the item, but what the US military called it or thought it was called. This could be because (a) somebody goofed on the translation, and that name just sort of stuck; or (b) it was a more or less random codename the US military gave to it * , unaware of the connotations. Extremely easy to see either or both things happening, I reckon. * - Just as, during the Cold War, NATO allocated codenames to Soviet hardware that had nothing to do with what the Soviets themselves called them. Which led to some interesting matches when both sides compared notes - eg, the submarine class called 'Typhoon' by NATO was known to the Soviets as 'Akula" ('shark' in Russian), which was also the NATO classname for a completely different class of Soviet submarine.
