Annoying Black Screen with Ghoul Scream

When i started my game up after downloading some mods, my mods loaded in and then my screen would go black like as if an auto-doc were fixing you up and then a ghoul would scream and return to game. This would happen every few seconds and is making FONV incapable of playing. I've tried deactivating a ton of mods with no results. I have NVSE installed and dont know if it has to do with a mod interfering with it or not? i do not have the enclave officer mod installed as i know this issue has been linked to it.
