Most, if not all programs allow for only one installation, and the installer will recognize whether it's already been installed or not. Use this in conjunction with a profile manager: on the Workshop, you could place all the mods you use in various collections, and subscribe only to a certain collection with the mods you want for that playtime; the launcher will automatically deactivate unsubscribed mods, while keeping them installed.
