Trying to get Project Reality - CoT to work

So. Project Reality, for some reason, does fully work with my set up. Interiors and dungeons work as advertised, but the world at large remains unchanged.

 

I am using the current version of Skyrim, without Dawnguard, launched by SKSE. My load order (sans Project Reality files) is below. I've done some experimenting... but it's a big list, and I'm not at all sure what the problem could be. It doesn't seem to me that anything should conflict with PR-CoT doing its thing when loaded at the bottom of this order.
