Harsh Stuttering Following Exiting To Open Skyrim Land

Hello,

 

I sometimes encounter very heavy lagging that drops FPS as low as 2-5 as soon as I exit to open Skyrim land. If I go back indoors, the lag disappears, however it continues as soon as I go out again. The only remedy is quitting the game completely and re-loading.

 

I have the following mods installed upon my latest version Skyrim:

I also have the latest versions of Climates of Tamriel Full and The Wilds ENB (v.114 dll) running.

 

And here is my rig:

 

Gigabyte G1.Assassin mobo

Intel Core i7 920 O/C'ed @4.2 GHz

Kingston HyperX DDR3 3x2 GB RAM @1666 Mhz

MSI GTX 970 O/C edition (Forceware 304.79 Beta)

OCZ Agility 3 SDD 128GB (latest firmware)

3 various SATA HDDs

 

 

Based on the info I've given, could you think of an idea as to what the culprit could be ?
