LE Touhou-based settlements

I would like to have some well known settlements from the Touhou series in my skyrim game.

 

Particularly:

 

Hakurei Shrine

 

Human Village (With Rinnosuke as well as Keine and any other NPCs I may have forgotten. Just don't leave the village empty). *

Moriya Shrine

 

and finally

 

The Scarlet Devil Mansion (With Remilia, Flandre, Sakuya, Koakuma, and Patchouli. Random maids as well.)

 

I want all the NPCs to be non-killable.

 

* Would it be possible to make it so that the way Keine appears in game changes with the time? Like human during the day and hakutaku during the night.) While not needed, I would greatly appreciate it if that could be done.

 

EDIT: Better yet, why not create a whole new land entirely? Yes, I'm talking about the entire land of Gensokyo and to get there you have to activate a portal.
