Do you have the creation kit?

This will help you get set up. Be sure to note that some instructions are for the original Skyrim (Oldrim) creation kit, and some are for the Special Edition creation kit (CK64). As you're on the SE forums, I suspect you'll need to use the latter, which involves downloading the launcher from bethesda.net. Once you're set up and running, there's a link on this page, to return to the tutorial hub. That will bring you to a list of more job-specific tutorials, and there's a search box to help you find even more that aren't in that list.

That being said, I have seen some dragon priest armor mods in the past. Here is one on the SE nexus. I'm sure there are more options on the Oldrim nexus, though they will require a conversion to use successfully in SE, for personal use. There are guides for that on the modder's forum, below this mod request forum, on the SSE forum menu.

For skyrim se i'm pretty sure you can only get the Creation Kit through the bethesda.net launcher. So you'll have to make an account on that website. You can use it to make the mods you're asking for. They are very simple requests and would be a good place to start learning how to make mods.

Edit:

If you decide to make the mods yourself, feel free to dm me if you need any help. :)
