Stealth/Visibility Eye is lying to me.

Hey guys,

 

So whenever I'm crouched down the visibility eye displays that I'm "unseen" it's clearly not the case since I just started a new character, and when I stand in front of an non-hostile NPC it says I'm stealth. When I go to steal something they detect me and call me names.

 

Anyone else have this problem?
