Valerie Barstow stuck on dialogue at Power Cycle

In Vault 88, the overseer currently makes only one comment and cannot be selected for dialogue beyond making this one statement.

 

Whenever I approach her, she says "The Power Cycle appears to have generated an EMP. Fascinating."

 

If I select her for dialogue, she repeats the same statement, but no dialogue ensues.

 

Is there any way to to skip this part and get her to set up the second quest in dialogue as per usual.

I've tried console commands to complete the quest, set the quest stage beyond the Power Cycle, and even resurrected Barstow, as well as leaving and doing other things and then returning to the Vault, among many other things, but nothing changes.

 

Apparently there is also a way to get the "experiments" completed so I can use the other devices in other settlements, but I've been unable to track down how to get that done.

 

Any help would be much appreciated.
