Sounds like sometime prime for assassins, or RR Heavies that want to walk silently and splatter someone big time. And movement speed while sneaking is an aspect few touch on. It facilitates an interesting sneaky but highly aggressive playstyle, so just spitballing here that this might be something good to follow up on for a weapon.
