ancient shrouded armor wont upgrade

I have all the smith perks and it's maxed out to 999 and I have 500 leather in my inventory and I have the extreme smithing necklace and ring and the forgemaster finger's and the armor wont upgrade

 

I have Lost Art of the Blacksmith installed, it's just a esp file no scripts and textures or meshes involved, I un-checked it in the vanilla loader of the game and re-launched my game and still not able to upgrade the armor!..

 

I have the texture mod Deadly Serious Shrouded Armor installed, it's just a texture file and no esm or esp or scripts to it!.

 

I have dawnguard

I completely removed both Lost Art of the Blacksmith and Deadly Serious Shrouded Armor from my game and well start a new game and see what happens, I think dawnguard missed up the smith for it's armor

 

Update 2

 

after starting a new game with those mods removed ancient shrouded armor still wont upgrade, I even disabled all the other mods except the dawguard esm and the armor wont upgrade, when I disable the dawnguard esm the game just closes to the desk top and wont launch !,,

either the wikia site for skyrim is lying or the ancient shrouded armor can't be upgraded, I completely removed my skyrim game and went back to a 1.6 patched skyrim without installing dawnguard and no mods at all and still the ancient shrouded armor wouldn't upgrade, no scripts, or extenders or mods or dlc's where in my game
