Water reflections turn off at certain angles.

I recently noticed this:

Low angle

High angle

 

As you can see, from higher angles, the water reflection changes from reflecting the sky (as it should) to just being blue as if reflections were turned off. I uninstalled WATER and Realistic Lighting but the anomality persists. Is this something that everybody has, or is it my problem? Here is a list of my mods in case you have better knowledge of a mod that causes it: NMM
