Why does shroud manor function as a settlement?

When you beat the evil cc mod shroud manor quest you get the run of the place but it works like a settlement with happiness levels... wth? yeah those goons living there were not too happy that I killed them lol so happiness is now at 20 for me. Who am I gonna send to live there? companions already have their own homes and I usually dump crazy cait at coastal cottage so she might calm down or forever alone light house because no way I'm touching that lol. Piper has her own crappy house in diamond city and a job there. Curie is a synth and she gets dumped at forever alone light house too since that is usually the settlement the RR chooses for mercer safehouse in my game. Who would want to live in a dingy old creepy manor? after I blow up the institute well... baby its radioactive outside heh:-) I want to use it as a silver shroud hideout kinda place but now I have to worry about settlement stats there. So I go looking for bubble turret mods so I can place bubble turrets as defenses on the ceilings and walls but I still can't plant crops there and crops require farmers... I guess if the mod came with a jarvey blake butler npc that might work but still there is the chance for attacks? do they spawn inside? dammit. I guess I will have to examine the thing in xedit or CK. Wish the evil cc mod author had put bubble turrets in there and controlled by a terminal and repairable or just left off the settlement thing.

it may look like it work as a settlement but its actually not Bethesda made it where the manor can't be used as a settlement the only way that the CC manor becomes a working settlement is through mods which hasn't been made yet or thought of.
