Oblivion performance mods...where did I go wrong??

I had recently tried to push my system using some mods such as Streamline 3.1 B, Oblivion Script enhancer, and Operation Optimization....which ones should I be using together, etc. With all the mods on, @ 1024x768 on Medium, I'm getting 20 to 25 FPS in Imperial City...in the same town with rain I'm getting anywhere from 8 to 17 FPS...it sucks, and I feel like I'm doing something wrong. I've configured the mods respectively, and have used the Oblivion tweak guide from tweakguides.com. I'm not sure if this is peak for my system, or I'm configured something wrong..if anyone can plz help, that would be awesome.

Specs: AMD (Clawhammer) Athlon 64 3200+ (2.0Ghz)

ATI Radeon X1650 Pro, 512M RAM

(using the newest Omega Driver for video card)

2 GB RAM

i use streamline 3.1b and OO together, i didnt really use them to get a lot more fps but more to smooth out the fps jumps, i set my streamline to run between 25 and 30 fps with no jump when combat happens. the vlod is from 0 to 100 and i let it modify everything. when you set up the .ini in the data/streamline folder did you do streamsight as well (you need to edit the original oblivion.ini to do this. change the uGridDistantTreeRange=10 and uGridDistantCount=10 (my system specs are a little above yours amd 64 x2 4400 and a 7800 gtx but i picked 10 for my values, you may want to go a little lower) after you put everything in your .ini you HAVE to enable it in game the default menu is ctrl+home then go to special options and "initialize with ini settings" if you dont do this nothing in the ini you modified will take effect.

with your graphics card did you set your setting to performance in the catalyst control center?

and finally IC is still choppy for me but i retextured added a ton of npcs and illumitation within, so it usually drops my frames to about 15 while im in the market district 1280x1024 on ultra.

if hdr is enabled i would say disable that and also turn the specular lighting down very low.

no problem glad to hear it :) one more performance mod you might want to grab is deparallaxer mod there isnt much of a visual change and it seemed to help me out a bit.

btw in game did you go into the streamline menu and set the streamsight fog variables? it will give a nice fog effect in the distance when your outside (not like vanillas turn down the view distance option) this also helps with fps for outside.
