HDT-SMP Hair not working when UTF-8 encoded

Trying to get this here to work in old Skyrim and Mod Organizer

Only part of it works as intended. Certain hairs have their physics based parts stretch down to infinity.

Upon closer inspection i noticed all Hairs linked to an XML file with ASCII encoding work just fine, while Hairs linked to an XML file encoded with UTF-8 don't.

I tried all sorts of combinations, all the dlls i could find. I checked the directories,files and searched the web for help but nothing works. I even replaced all dots with comma.

Could somebody explain to me why only the UTF-8 encoded ones cause problems?
