Actor.HasLOS between two NPCs?

Actor1.HasLOS(Actor2) seems to always return false, when both actors are NPCs. Even when they stand staring into eachother's face. Swapping either actor with a PlayerRef works just fine.

 

I also confirmed this with the console via GetLOS. Works when involving the player, doesn't when testing two NPCs.

 

Is this some undocumented engine limitation or am I missing something? The Wiki makes no mention of this.
