Files not saving in custom download location

So, I'm trying to download mods and then move them to another folder (computer). I had set my mod folder from the default location on the C drive to a custom location on my D drive (where all my games are). When I look int the mod folder, I see all the files but with a '0 kb' file size. When I tell NMM to install the file, it still is able to install the files just fine, so it has to be saving somewhere, just clearly not in the actual download folder that I had set. Strange, because they show up there, but with no file size, it can't be the file it's pulling from when installing.

 

So, I went looking, and found them still downloading onto the default location 'C:\Users\[name]\AppData\Roaming\Vortex\downloads\[game]'

My question then is, how can I actually get these files to save in my preferred location, as just setting it in 'settings' seems to only leave it saving empty shell files rather than the actual file, and I don't want to clutter up my C drive, as it's significantly smaller than my D?

you mentioned nmm and then vortex. to clarify, which mod manager are you using to download and install the files? you can't use both, you must use one, and only one.
