Spirit in Stratosphere (spoilers)

I was trying to get to exosphere by flying in circles on my dragon. And guess what, i have found a spirit in the air. it is miles above the White Gold tower. I couldnt get near him or land on the plane that he is standing on. the closest i get was under him. It appear that his name is Pelinal Whitestrake.

I checked online, that he is the Divine Crusader (KotN):http://www.uesp.net/wiki/Oblivion:Pelinal_Whitestrake (spoilers)

 

I think it is funny that i found him before i even complete the Pilgrimage quest.

I can only imagine that the KotN creators' team prepositioned the character there for his cutscene in beginning Shrine of the Crusader, so he'd have Tamriel spread out as his background. Prior to mods, well-controlled flight wasn't part of the game, and they probably never expected players to reach that area. Try toggling your clipping and see if you can interact with him.

Open the command console (hit the ~ key) and type in "tcl"... then close the command console. Your character is now a "ghost" capable of walking through walls, climbing up air, etc. Repeat the process to turn clipping back on.

 

Just make sure that when you reactivate clipping you're not partially inside another object or so high up that the fall will kill you.

I got up close to him. But, he wouldnt interact. I cant harm him neither can i steal from him.
