Fortify Alchemy

So I'm trying to make "the best equipment possible" the instructions (up to step 3) being:

 

- Get smithing, alchemy, and enchanting to 100. Also, make sure you have these perks:

 

Enchanter 5/5 and Insightful Enchanter

Alchemist 5/5 and Benefactor

Arcane Blacksmith

 

-Enchant a set of Fortify Alchemy gear (Healmet, Bracers, Amulet, Ring). Make sure each piece has a 25% bonus to alchemy.

 

-Put on your 25% Alchemy gear and using a combination of two of the following four ingredients; Blue Butterfly Wing, Hagraven Claw, Snowberries, and Spriggan Sap, craft 2-3 Fortify Enchanting potions. Make sure these potions increase your enchanting by 30%.

 

my problem ends with step 2. when I enchant a set of fortify alchemy using grand soul gems, each piece yields only 20%, not 25%. Why is this? Is everyone else just wrong? Is there a step they're not saying that I'm missing?

Because you have to then wear that stuff that you just enchanted and do it all again and keep doing that over and over until it says 29% on each item. Also you can wear a falmer helmet or jagged crown at the same time as a circlet which can also be enchanted with fortify alchemy. I did this on my first playthrough and got all my alchemist items up to 29% on each item and when I make an enchanting potion it goes up to 37% above normal and smithing enchantment goes up to 147% above normal. There is a bug in the game that has something to do with restoration magic which can get you higher and higher on each fortify alchemy enchantment set and you can go on indefinitely with that process so 1000% is possible according to what is said about this bug. Search youtube for it you will find it right away and I think it even works on greedbox 360 too.

Yes, I do wear it, but the base level enchantment seems to be 25% alchemy, which I cant seem to get. The most I cant get is 28% alchemy and 22% smithing/enchantment.
