It doesn't generally have to be animated to the full extent, but it would be a nice to see a victim at least strapped down on the rack as an idle. Kind of the same way the regular torture victims work in the vanilla version when shackled to the wall. Working racks are close to the top of my Skyrim mod wishlist, alongside being able to knock out NPCs and put them on the rack, or end up on one myself if there was a capture-instead-of-death option for fights.Idealy, the ability to capture quest givers and torture the relevant information out of them instead of having to play nice and work with/for them like a hero would be part of any working rack mod. Edited to add that classic horizontal racks with solid bases instead of straps might be easier to position models on, and create animations for operating them: the wheel on the vanilla rack is quite small, and quite badly placed for the amount of effort that'd be needed to turn it.
