Master List Load Orders When Building Mods

What is the proper tool to use to adjust the load order in a master list that a mod has? For example the master list of an .esp may use these files as masters:

 

Skyrim.esm

Dawnguard.esm

Scary Monsters.esm

Ugly Monsters.esm

 

Wrye Bash does not do this easily like it does for adjusting the load orders of .esps. It is like major surgery, and I need to do some testing to see if the mods still function afterward.

 

Is there some other tool or procedure for changing the order of items in master lists that I can use when building and editing mods with master lists?

 

 

What load order are modders supposed to use in ordering the following three files when they are building mods?

 

Skyrim.esm

Update.esm

Dawnguard.esm

 

I would assume it is like I have it above. But what if this happens?

 

Skyrim.esm

Update.esm

Scary Monsters.esm

Dawnguard.esm

Ugly Monsters.esm

Frightening Monsters.esm

Monster Remover.esp

Kinder Gentler Skyrim.esp

 

I would assume that this is a bad thing. Is it?

 

On Wrye Smash 300, where is the lock times command that earlier versions had?
