Well, in short your load order is the way oblivion loads the files into your game when you start it up, things earlier in the load order get overwritten by things later (only if they use the same files, textures etc) and the order is decided by the date that the file was last modified (easy to change in Wyre Bash or OBMM) In general I have found it best to arrange mods as so: .ESM files (these load first no matter what you do) Script Optimizer and Unofficial Patches (if you choose to use the unofficial patch, as with all mods read the readme and decide for yourself if its worth installing) Frans (if using Frans) Weather, Sound and Light mods Weapon and Armor sets (not stores just sets of armor and weapons) Fcom Goodies and Overhauls New stores and quest mods Unique landscapes and Better cities Anything that changes the trees/flora Magic and Actor alteration(dungeon actors have torches, a bloody mess, swords carried on back etc,) Graphic Shaders Races Beauty Packs Bashed Patch Streamline This is my current load order and it plays completely fine for hours on end.
