Put together a story/ ideas for the mod. Get some peoples interest and form some sort of team to make the mod. 2. Just throw out ideas that other people might be interested in pursuing. 3. Learn to mod (in all the required ways [if you haven't already]) and do it all by your lonesome. If this is your choice... Go to cs.elderscrolls.com to get started learning.
