jkend Posted May 10, 2019 Share Posted May 10, 2019 First, I have a steam copy of FO4, no mods, completely clean installation. I am including the machine specs and DX info in attachments but the TLDR is, the machine has an Nvidia GTX960 (4GB ram version updated drivers version 430.64) 8GB DDR System Ram and an i5 4670K 3.4 Ghz 4 Core running Windows 10 x64. Not the beefiest of machines by 2019 standards but It more than meets the minimums to run F04 at decent settings (when I hit the launcher and it auto-detects it recommends Ultra with all the pretty turned on, I tuned it down some, godrays off shadow distance down exct exct exct.) I launched it with the default INI settings, then with modified INI settings (borderless window, matching resolution with the monitor default 1920x1080) the problems were the same either way, so what exactly is the problem. When I Launch the game it begins fine (at the main menu) then when I launch a new game the fmv takes a long time to load, (30 seconds or so) but it loads and plays normally. Then when it gets to the character creator (shower scene) it goes slide show, 1 frame a second. I have tried all the obvious fixes, update Nvidia drivers, update windows, update the .netframework, update directx, run it in borderless window turn off godrays, hell, I went ahead and just turned off everything down to minimal settings. It didn't help. I was playing FO4 on this same machine maybe 18 months ago, heavily modded and I was getting 60fps most of the time. I don't know what has changed or how to fix it so here I am, posting on a forum to see if anyone has had a similar problem or (fingers crossed) if anyone has any ideas about a solution, deeply flawed as FO4 is I enjoy it and it looks like Bethesda is goin full Activision on us so this will probably be the last Fallout, I'd like to get it working again.
