Powers/Shouts are delayed/unresponsive

Greetings Nexus Forum.

I have noticed for the past few weeks that whenever I pressed the shout button (z, by default of course) there was a major delay in response. Several seconds would pass before my character shouted, or he wouldn't shout at all (often causing me to mash the z button repetitively). Due to the fact that I didn't use shouts very often, this issue did not bother me greatly.

Then Dawnguard came out. For the most part, I played as a member of the dawnguard, so I didn't get the vampire lord form until recently. However, once I started playing as a vampire lord, this delay in the power button became an extreme issue. I would press the z button, and as many as 20 seconds would pass before the animation sequence going from the human form to the vampire lord form would begin, if it began at all. Along with this, the magical powers one receives upon first entering the flight mode of the vampire lord form would not activate, until I toggled between the standing and flying modes.

This same issue would come up when I would try to revert back to human form, where there would be a major delay in between pressing the power key and the animation sequence occurring. During this time period I could not access the character menu, nor the favorites menu.

I originally thought this to be an issue with one of my mods, so I tried deactivating ALL of them, but this did not help the issue. I then hypothesis that it was an issue with the "z" key on my keyboard, so I tried to change the key binding for the shouts/powers from "z" to "g", but this did not help the issue either.

I also completely uninstalled skyrim, reinstalled it, did not activate any mods, but this again did not help the issue.

Does anyone know what the problem here is? I am extremely frustrated at this point, as I'm sure anyone could imagine.

EDIT: I realize that this subforum is for mod troubleshooting, but I don't know where else to go with this issue. Please, help me.

Try removing all the scripts in your DATA\SCRIPTS folder. Note that this will break any mods that use those loose scripts though. Edited by steve40

So I played arround some more, accesed a save before doing any Dawnguard content, manually added the vampire lord spell through console player.addspell 0200283b and guess what... IT WORKS, BUT as soon as I start doing Dawnguard quests the bug/glitch returns.

Also, I deleted the Scripts folder, it didn't help.

How about posting mod lists here guys?

It'd be really easy to spot if it'd be mod problem, as there's already four of you with the same problem.

I have/had quite a few, from both nexus and steam workshop, you can see them all in those screens. A lot of them are probably outdated since I haven't played Skyrim in months since this bug pissed me off too much to continue.

Hey I installed both BOSS and Wrye Bash, when I first ran boss and launched Skyrim I had some fixes shown and also a shout was added that didn't work before (stamina drain life irrc). Vampire Lord worked at first, as in instant transformation, but after switching back and forth 2 times again it wouldnt work...

As for Wrye Bash, I have no ideea how to use it but after opening it in the mods tab this is what it looks like. All mods are fine it seems except these 3 wich are red, and one of them is Dawnguard.esm. O.O
