Unable to interact with some NPCs

Hello all, I've tried to start fresh with this game again, followed a list for a fresh start, loaded up a few mods... everything seemed ok. Then, while sneaking around Mistveil Keep, I found I was unable to interrupt with some of the NPCs - I could still stab them, of course, but any chance at talking was gone. Their names didnt show up either - its also not every NPC.

 

Here is the load order... From my searches around, it looks like the only real times when this pops up is when an animation mod is improperly configured, and something gets stuck, which locks you out of interaction. Well... I think the only animation mod I've got is Dance of Death but disabling that didnt do much. Could I ask for some suggestions? I've downloaded LOOT, but its mostly telling me some files need t be cleaned, and that there's no errors.

My apologies for the doublepost. Problem located, for anyone having the same issue: its not an animation. Its the Sneak Tools Mod's cowl that hides your identity: some NPCs wont talk to you with it on.
