Proc`ing Perks

I do not know if this idea has been done before.

I am not sure if its possible. It may require SKSE.

 

But I would like to have a mod that would allow a ..small chance for skill Perks to 'proc' upon skill-up.

For example, you go from 32 in Smithing to 33. There is a small chance, not sure what percentage that the Elven Smithing perk will proc, awarding you with the ability to smith Elven armor.

As long as your skill is higher than the required level for the perk, it should have a chance to Proc. In the previous example, going from 32 to 33 you could never proc Orcish Smithing because Orcish Smithing requires you to have a smithing skill level of 50.

 

That's the jest of it, the rest of the post is just my thought process behind this mod, in hopes that maybe it would hook the interest of a modder. For you 'TL:DR people', you can stop reading here ^.^

 

I originally wanted this only for the 'Profession Skills', like Smithing, Enchanting, Alchemy but then I thought about Lockpicking.

Lockpicking is the ONLY way to open chest in vanilla, you can not 'bash open' or 'magic open' a chest without a mod, which is something I feel you should be allowed to do, in vanilla, but you can not and since Lockpicking is the only way, I felt that this skill tree should Proc as well.. but if this skill tree is the only 'non-profession' that can proc then what about the others? So I figured the best solution would be to have a menu system or maybe multiple separate mods, that allows you to configure/choose which skills you want to proc and which ones shouldn't.

 

With 251 perks to choose from (some of which are.. imho crap), and only 81 perks to assign MAX (in Vanilla), I felt that a few of my builds just weren't quite reaching my hopes, esp when I was FORCED to spend perk points on a 'crappy perk' to get to an awesome perk. So I went looking for perk mods, and there are some really nice ones, ones that 'unlock' perks from having the previous perk, and the best one I found which I thought was an awesome idea was spending Dragon-Souls for Perks. Though beyond those couple of mods, in my search, I just felt that there weren't what I was looking for, so I thought about.. well what AM I looking for.. I am looking for a fair and limited way to gain perks, much like the Dragon-Souls for Perks mod. And the solution that I came up with was an idea for a mod like the one above.

 

I then looked into making the mod myself, but found that I am sufficiently lacking the know-how, and so I posted this request on the forum with the hopes to interest someone with my idea enough to make it, not just for me, but for others who feel the same.
