Basicly it allows you to create and control another character, you can customize and name the the new character via the standard race menu and it will spawn in the same Savegame your playing in. You can alternate control between your original character and the new character with a Toggle button, or, if there are multiple characters at one time, use a menu to select them. You can select where to spawn the character at, usually any of the towns, though you can create a custom spawnpoint at any locations you previously discovered. Honestly im not sure If I was able to clarify it enough for people to get an proper imagination of the idea itself, so if anything dosent make sense, tell me. The Elders Scrolls games are hard-coded to be single player with only one playable character per savegame. It is such that it would probably be more effective to scrap Skyrim and build a new video game than it would be to try to make Skyrim do what you are thinking of. Some games like Dragon Age, Baldur's Gate, or Knights of the Old Republic are designed to do something like what you describe, but those games are programmed in a totally different fashion. It is sort of like if you own bicycle but decide that you don't want a human powered vehicle, you want something to make toast instead.
