Unlootable bodies and headless synths spawning where they shouldn't

I have a lot of mods for my fallout 4 but non of them besides Horizon change much in the way of enemies and yet when I entered the Museum headless synths spawned where raiders should have, I can't loot them either and some of the raiders that do spawn spawn with no under armour and are unlootable just like the synths. My LOOT gives me 0 Errors and I don't know what I can do to fix this issue. Out of all 260+ mods I use I'm not sure what would cause this.
