Cannot download anything

For weeks now I've been unable to download anything over about 5 mb.

At the moment I'm trying to get this mod -

I've been trying with both NMM and manual download, but it just cuts out every time.

Seriously I don't get why this is happening.

I can download stuff from other sites fine.

Hope someone can help.
