Sound effects bounce back and forth while I move

EDIT - SOLVED!! I guess I just never realized the potential of Alchemy. I installed it, put Oblivion in the list, and it works fine.

 

 

This one is really stumping me.

 

First, I just finished installing a LOT of mods, starting off with the whole FCOM install and going on from there. I installed several sound mods, but have since systematically deactivated them all. The problem persists. When I cast spells like flare (which I believe are using spl_fireball_hit.wav and spl_fireball_travel_lp.wav), the sound becomes very echoey and bounces from left to right on headphones, and seemingly in circles while in 7.1 surround. No difference what mode my X-fi card is in (surround or headphone). I have listened to the above files outside Oblivion and they are okay (so many of the add-on sounds are clipped and really noisy, but they don't exhibit the problem inherently in the WAV file). I have the latest drivers for my sound card (now they have Vista drivers even!). I'm using Vista 64-bit. System specs are listed below. I don't know if it's a mod or what. I'll include my load order below as well. Any ideas? This is driving me crazy. I even hear it slightly just in my footsteps. So it seems to be related to how audio is being processed within the environment (reverb, etc.). It's just getting spun around. I hear it faintly at a stand still, but when I move it's very extreme.

 

Another sound problem, which may be unrelated, is that my real hunger cobl mod seems to be playing the stomach gurgling sounds at the wrong sample rate or something. I hear them very low and very slow in playback. I've listened to them just in a media player and they're fine. In the game they are slow, low, and have reverb on them.

 

Really appreciate any ideas. I've tried disabling all sound mods (minus biggies like OOO which just contain some new sounds). But...MIS, SoV, the magic mods MM and SM, even hunger and thirst mods because they contain sounds and are easy to get rid of to test. Oh, I have also tried 'bashing' all the sound in wrye bash. No luck. Can't recall whether I bashed and then activated or just bashed and deactivated.

 

EDIT: not sure if it's clear what the issue is, but the sounds have a distinct "cha-ka-cha-ka-cha-ka" effect when I move. It's subtle if I'm standing still.
