Help with load order? Something is clashing or not loaded properly

Desperately need your help because the game is unplayable but it is without a fault.

Right now when I log in, I get no foliage. My shadows load within 3 meters of me (Super smoothly) and I got no fog or atmosphere and I can see everything in distance blocky.

If someone can help me I will be forever thankful. It must be something to do with load order. I have used Tes5lod generate to generate foliage after Loot clean etc, but it didn't change anything.
