Skyrim will not create a save file.

All my saves seemed corrupted, so I decided to delete it all and start a new game. I don't mind starting all over again. However the problem I'm having this time is that Skyrim will not save my game. I made a new character, saved the game and it creates no game save file at all. I even tried using the save command in the console menu and it will not save it. I don't get any errors or anything, it looks like it saves it but when you go to check it, there's nothing saved. I even deleted my saves folder hoping it will create one when I start a new game but it didn't even do that. Downloading a game save from the internet and putting it in the saves folder doesn't help either. You can't select load from the game. I tried unchecking read only in the folder of skyrim, and the my games folder. It goes back to read only, so that's not helping anything either. I even deleted my skyrim.ini and skyrimprefs.ini files and that didn't do anything either. I really want to start all over again but I'm not sure what to do here now.
