Getting FPS numbers below the expected

So, as seen on the attachments, I'm getting pretty low FPS numbers in Whiterun and while I'm free roaming around Skyrim it starts from the cap (60FPS) and then it goes down to like 20FPS in less than 5 minutes of playing and it just stays at that numbers and never go up again until I restart the game. Even when I'm looking at nothing but the sky... My setting can be seen on the screenshots as well (I figured out that the upload limit is not enough for my screens, so I uploaded all to an Imgur album). It's just probably my bad settings or something, I don't know, hence why I'm asking for help here. I have turned off V-sync in the "SkyrimPrefs.ini", tried forcing V-sync in AMD Settings, tried lowering the settings, but not much changed, I'm still getting pretty bad FPS numbers.

I'm only using LOOT (Load Order Optimisation Tool), SKSE (Skyrim Script Extender) and Vortex for my mods. I have the legit Steam version of Skyrim (if that even matters), which is up to date plus I have all DLCs.

CPU: Intel I5-4460 3.2Ghz (not overclocked)

GPU: AMD Radeon R9 270x DirectCU II Top; 2GB GDDR5 (not overclocked)

RAM: 12GB (3x4GB) Kingston HyperX Fury 1866Mhz

HDD: (That the game is installed on) Seagate Pipeline HD2 1TB 5900rpm (~36GB free) - The game's location is: D:\Program Files (x86)\Steam\steamapps\common\Skyrim

don't force the vsync. vsync is attempting to lock your fps to 60, and if it can't maintain that then it will drops you into next multiplier of 60 which is 30, and if you still can't maintain 30, you will get dropped to 20. try not to use the "forced" vsync first and use the normal fps limiter by ENB, Whiterun is fps eater.
